AMF V2.2.0 returns successful response before NGSetup has been established
Bug Description:
OpenAirInterface v2.2.0 accepts NGReset , RANConfigurationUpdate and returns success before NGSetup is established. Protocol specifies NGSetup must be established first.
Steps to reproduce:
Launch AMF. Configuration used
Send these NGAP messages (packet is in hex stream) sequentially
NGReset
00 14 00 1A 00 00 02 00 0F 40 02 00 00 00 58 00 0D 40 01 68 C9 A8 A8 DA 3E C0 FF FF FF FF
Expected behavior:
AMF should reject the message or shouldn't process the message.
