oaisim now also compiles with OPENAIR2=0
PDCCH now generates dummy data instead of zeors (needed for power measurements)
fixed bug in DAC (power levels)

updated llr scaling for PDCCH and PDSCH in TM5
initialized all newly allocated memory to 0 in new_eNB/UE_ulsch/dlsch and setting pointers to 0 after freeing memory in free_eNB/UE_ulsch/dlsch  
some small modifications related to EMOS (from the MU-MIMO measurement campaign)

added support for 1.5/10/20 MHz. 1.5MHz primary synch is still broken (128-bit alignment issue with 128-point DFTs). 1/2 UEs connection seems to work ok for 10/20 MHz.
