fixed bug introduced last week when TDD config 3 is used.  RA was never scheduled (commented out in openair2/LAYER2/MAC/eNB_scheduler.c)

please declare prototypes of functions in .h and include .h files in where the function is used and where it is implemented.

* fix the bug for IP connectivity when more than 1 UE is connected (test with iperf: ok)
