Bug fix for new modulation scheme and adding configuration for 5MHz & 10MHz in phy-test mode

1.New scheme of modulation has problem at 5MHz (25RBs). There are overlapping of DLSCH and PBCH since filling half of the RBs is needed in 5MHz which is not handled by the new modulation scheme. 2.Adding resource block configuration for 5MHz and 10MHz with phy-test operation
