UHD 3.13.1 bug, compilation issues between lte-uesoftmodem and lte-softmodem

UHD 3.13.1 and upper accept smaller packet size lte-uesoftmodem and lte-softmodem compiles in the same directory, but each of them overwrite the libraries compiled by the opposite side.
