CDRX better support CU/DU split
Improve support of CU/DU split by using F1AP interface messaging.
Provide some minor optimizations to CDRX implementation.
Maintenance operation of our GitLab server is scheduled for Thursday, November 28 at noon. The server will be unavailable for about two hours.
