Assertion on gNB because MaxCodeRate 0.15 can't support 20 UCI bits and 6 CRC bits with 8 PRBs

With gNB running with 2x2, 100 MHz, CSI enabled and COTS UE we may get this Assertion:

Assertion (O_tot <= (nr_prbs * n_re_ctrl * n_symb * Qm * r)) failed!

MaxCodeRate 0.15 can't support 20 UCI bits and 6 CRC bits with 8 PRBs
