LCID 5 sometimes is not created when running with multiple PDUSessions
Running OAI gNB and COTS UE (iPhone 14 Pro) sometimes the LCID 5 is not created for PDUSession ID 3 (IMS), then iPhone drops the connection. It has internet connection (PDUSession ID 1) for about 30 seconds.
How to reproduce: it is a random scenario...
In the attached logs, only on the last attempt the LCID 5 was created. I started the CN5G then the gNB and later the UE, it never created LCID 5 so I put the iPhone in airplane mode and online again, then I restarted the gNB and connected the iPhone, still no LCID 5, airplane mode again and online again and finally LCID 5 was created and connection up until stopped (CTRL+C)!
Once again, difficult to reproduce because sometimes it works on the first attempt. I could not determine when it started to happen in develop, I tested w30, w31, w32, all the same behavior
