PDU sessions in Initial context setup request not handled yet

How to reproduce in monolithic mode (the issue is not specific for E1):

1. Start OAI CN5G
2. Start OAI gNB
3. Start COTS UE
4. Wait until PDUSession Established
5. Stop gNB (CTRL+C)
6. Start gNB
7. Wait for the UE to come back in a few seconds
8. Assertion:

Assertion (0) failed!
