E1: basic functionality remaining to implement

Basic functionality that is missing:

• Release of CU-UP resources at CU-CP to allow a failing CU-UP to reconnect
• E1 Setup Failure (e.g., reject a CU-UP if it reuses the same CU-UP ID as another one)
• Reestablishment through bearer context modification request
• CI: add multiple CU-UPs.
