NGAP bad NSSAI SD decoding on litte endian

In https://gitlab.eurecom.fr/oai/openairinterface5g/-/blame/develop/openair3/NGAP/ngap_gNB_handlers.c#L977, the decoding of transmitted SD 1 observed in xshask is finally read as 65536, so the slice selection fails.
