CU-CP assert on unknown F1 UE RRC message transfer

Scenario: Trying to connect 3 UEs with benetel 650, in E1-F1 split mode.

CU-CP issue:

Assertion (ret == HASH_TABLE_OK && data != ((void *)0)) failed!

element for ue_id 5 not found

PS: The branch of CU-CP and DU are not the same. If you want to dismiss this issue because of this reason let me know.
