n_TimingAdvanceOffset set in gNB configuration file doesn't propagate to the lower layers

The gNB RU implements only default N_TA offset since there is currently no way to propagate RRC parameter n_TimingAdvanceOffset (set in the config file) to the RU (nothing in SCF specification, for example). If there is a mismatch between what set in the config file (the value sent to the UE) and the default value (the one used by gNB RU) the connection won't work.
