7.2 split ru_thread slot miss

XRAN E-release, LiteON RU, TDD pattern 3DSU.

After several hours the ru_thread reports:

Detected double sync message 18.19 => 19.0

• It happens ether with or without the RA procedure in the background
• It occurs with USE_POLLING compiled code as well
• It always happens after the Special slot processing (an UL was missed when DL came)
• It happens with both F1 split and the monolotic gNB[s1-s3-double-sync-3.txt]
