WIP: Nr mac ssb ro ue idcc

I. Tasks Completed:

1. Construction of SSB-RO mapping table on the UE
2. RO selection based on SSB index
3. RACH preamble selection based on SSB index in a selected RO
4. RA-RNTI calculation

II. Verification:

1. Tested with do-ra and rfsim execution switches
2. RACH is successful in fr1 for any SSB index
3. RACH preamble selection has been verified by forcing a contention-based RA in the UE code and by inspection of the UE logs

III. Not supported

1. Complex SSB-RO mapping because of RO conflicts with SSBs and/or TDD_UL_DL_Configuration
2. Selection of the best gNB SSB index during initial access on the UE
