It has been reported that upon reception of `FGS_PDU_SESSION_ESTABLISHMENT_ACC` as part of `NAS_DOWNLINK_DATA_IND` message we should simply call `capture_pdu_session_establishment_accept_msg` otherwise there is a pdu session ID mismatch
