S1-flex

Robert Schmidt requested to merge feature-s1-flex into develop

This merge request introduces S1-flex, i.e. the handling of multiple PLMN IDs (up to 6) in the SIB as well as the selection of an MME based on the selected PLMN identity.

More information can be found on its documentation page (this wiki entry is not reachable through the main wiki page yet).

The default configurations in targets/PROJECTS/GENERIC-LTE-EPC/CONF have been updated, too (if I did not miss something...)
