Issue362 getoptions errorhandling

check command line for unknown options, put UE/eNB common code for command line processing in lte-softmodem-common.c,introduce an API to retrieve parameters read in the softmodem, while doing this, remove discovered code that send itti messages to UNKNOWN_TASK (which no more exists). Warning line 2276 in openair2/LAYER2/MAC/eNB_scheduler_primitives.c probably comes from adding LTE prefix to asn1 variables, not my fault!!! (i think). Add temporary dummy definitions for --fepw --codingw options which are used in CI tests but were removed and replaced by parallel-config and worker-config options.
