Add mac main config to rrc connection setup

This is a minor change in the RRCConnectionSetup information element. It addes the mac_MainConfig element in order to activate power header reporting in the first par of the Attach procedure (prior to RRCConnectionReconfiguration). It should speed up the Attach procedure.
