Enhancement dlsim format1 a testing

This is a minor enhancement to the UE. It reactivates the -e option to dlsim (which was there pre-NFAPI) to test typical DCI format 1A scheduled DLSCH (for example SI messages). It also corrects a couple of residual bugs in the UE TM2-6 receiver which came in after the directory split (LTE_TRANSPORT -> LTE_UE_TRANSPORT, etc.) and some changes in data structures. The branch was tested with 3 commercial Band 20 cells to verify that format 1A scheduled DLSCH are received correctly. This test should be added to CI to check regression on UE.
