Bump testing to Python 3.5 and postgresql 9.5 (ubuntu xenial)

Tune the new scheduler policies: prefer hosts without labels and reset the size of execution in the queue to implement back-filling

Implement the DYNSIZE scheduler policy that automatically calculates a size and dynamically makes it smaller when the zapp is waiting in the queue

Small usability fixes for the execution inspect page
Move all the database access in the state package
Remove image management, it is too slow to download images before while the user waits the the ZApp to start
Make several thread loops more robust in case of uncaught exceptions

Open enpoint links in new windows and prevent a race condition when a new execution is added to the scheduler queue

- remove executions with fatal errors form the scheduling queue
- set services to error state when they fatally fail starting
- re-implement log streaming that was not working

The scheduler now checks only for services to be active, not running.
Add a running queue

Adds as a benefit:
- support for TLS
- no more monitor thread, as the event stream was unreliable
