Created an asn1 conversions file in common utils to perform conversion from ASN1 structure to integers.

Renamed all ITTI functions, to make them start with module name ("itti_").
Added generic signals handling support in ITTI.
Changed ITTI log port for oaisim to 10006.
Introduce an option to use ITTI in oaisim and reoragized code.
