carrier aggregation preparatory work: 

- mac_rrc_data_req/mac_rrc_data_ind API modification
- ITTI message RRC_MAC_CCCH_DATA_IND updated
- substructure "carrier" introduced in "eNB_rrc_inst"
- ASN.1 messages SIB1/SIB23 adapted
- handover not correctly handled (CC_id not used)
