Add CTests in CI for different E2AP/KPM versions

  • rename the unit tests
  • skip TC SM unit test in CI due to unresolved #22
  • fix memory leakage for KPM RAN Function Name
  • use new buffer for RC SM encoding, instead of allocating the fixed memory
  • add ctests for different E2AP/KPM versions and sanitizers (none, address, thread)
