Database and grafana support for E2SM-KPM distribution measurements and channel quality obtained via E2SM-RC

• add support for distBinX, distBinY and distBinZ enc/dec labels
• [E2SM-KPM] Implement Subscription for REPORT style 1 and extract the PDSCH MCS distribution measurement (CARR.PDSCHMCSDist) into the database
• [E2SM-RC] Export channel quality (SINR, RSRP, RSRQ) of a serving cell in the database
• update the grafana dashboard with the previous two mentioned items

Tested successfully xapp_kpm_moni, xapp_rc_moni and xapp_kpm_rc xApps with and without ASan.
