chore(ci): post-cleanup, on the build system and dockerfiles, libconfig should not be required anymore

Raphael Defosseux requested to merge ci-final-libconfig-cleanup into develop

I removed libconfig and the dev packages from installation and dockerfiles.

Also it should not be required in the CMakefile.

Finally just did some renaming in the options.*pp files
