feat: make sctp ttl configurable

Giulio Carota requested to merge sctp_ttl_from_config into develop

Configure SCTP sendmsg ttl using the yaml configuration file. If no configuration is provided, then default value of 100 ms is set

Here an example of the amf configuration with sctp ttl set to 400ms
