feat(ci): adding runtime flexibility on logger

Raphael Defosseux requested to merge flexible-level-on-logger into develop
  • Also remove the "build-helper" from the script folder.
  • Also added missing LICENSE and contributing files.
  • Added flexibility mounting point of the git sub-modules

As discussed w/ Stefan earlier today, I will clean-up on PCF and NEF the cmake issues (build multiple times the same file).
