chore(ci): merging UPF-based tutorials and documentations to develop

This is the branch develop-new-upf we are using to test oai-upf.

There is an extra pipeline for eBPF testing.

ToDo after merge:

• tag develop branch w/ weekly
• rename pipelines and re-configure them to use develop branch from fed repo
