chore(ci): trying to make slicing tutorials pass more frequently

  • post NR-UE deployment --> trying to see if IP address is affected to oaitun_ue1
  • if not, then stop/restart the NR-UE container

I've noticed that the IP address may not be 12.1.1.130 : so I ping now from the UE side
