chore(ci): switching images location priority

Raphael Defosseux requested to merge ci-oc-centric-registry into develop

Preparing the work to switch the build scheme from podman on cetautomatix to build-config in OC:

The pipeline will now search if the image is present in OC registry; if not, it will try to push it from cetautomatix.
