Add CN Health Status for NGAP Tester tests

@defosseu that is the beauty of this test framework, it's basically just one line and is being executed for all tests 😄

I also fixed that we didn't take the NGAP Tester tag correctly for the tests, so you may need to tag ngap-tester:develop on selfix
