QoS information

This MR adds a docker-compose file for QoS handling to test SMF and UPF.
It uses eBPF UPF which should support QoS soon (when changes of @fmessaoudi are merged to develop)
You can use the docker-compose-gnbsim-empf.yaml to test the attach
