UL CL docker-compose and tutorial

• Create a docker-compose file with PCF, SMF and 3 UPFs
• Apply new UPF configuration from UPF branch edge_computing
• Create a tutorial on how to use the UL CL

I recommend to not merge this branch until the features of SMF, UPF, NRF and PCF are merged. Then I will remove the unofficial docker hub images.
