CI: flatten image to one layer to reduce image to the max

Experimenting w/ flattening image.

Also removing tshark from Ubuntu18 image since we are running tshark capture from the host on the docker network(s)

Finally I updated the ubi/8:latest on cetautomatix --> because yum update -y followed by yum clean all -y make the target image fat.
