feat(build): build simplification and clean-up

  • libyaml-cpp shall be >= v0.6
    • Ubuntu 20 / 22 --> OK from PPA
    • RHEL 8 : called from epel-8
    • Ubuntu 18 still installation from source
  • simple healthcheck
