UL teid fix for multiple created pdr

Make sure correct UL teid is matched when UPF adds multiple created_pdr in session establishment response under following condition.

            - ENABLE_DL_PDR_IN_PFCP_SESS_ESTAB=yes
            - N3_LOCAL_IPV4_ADDRESS=192.168.70.134
