chore(ci): stopping support for RHEL8/Rocky8 in favor of RHEL9/Rocky9

  • Fully dropping support for RHEL8/RockyLinux8
  • Migrating to RHEL9/RockyLinux9

Main reasons:

  • RAN is already on RHEL9
  • libcpr has a strong requirement on curl version that cannot be met on RHEL8

Related to oai-cn5g-common-build!8 (merged) that has to be merged first before merging this one.
