Feature: Add Next UPF hops ARP table

In this merge request, we add the feature of getting the ARP(IP <-> MAC) of the UPF next Hops(To the access and to the DN), so that we don't still need to use scripts for that. In addition, we remove the QER git tracking form this branch as we didn't check if it works or not.
