Fix packing/unpacking procedures for UL_TTI.request 

Create separate function to pack/unpack rx_beamforming PDU
Reorder PDU handling order to follow from 0 to 3
Changed PUSCH pdu_bitmap switch to separate if to handle multiple optional sub-pdus
Fix bit_len_harq size to 16 bit

Add utility functions related to UL_TTI.request
