Revert the changes to the cqi_to_mcs table introduced in
9fa09f53. Also, take out cqi_to_mcs form
NR UE, as it is not used in there.

More accurately, we changed the do/while infinite
loop to be an infinite for loop for the read command of
the socket. The socket file descriptor choice is more clear now.

This commit contains work done by Eurecom and by Benetel.

phy_simulators do compile, but dlsim&nr_(ulsch/dlsch/pbch)sims do not pass tests + Raphael's CI patch applied.
