CI: fix flexran-rtc build Xenial

Since a while, basic-sim testing was failing: the reason was that flexran-rtc was not building.

I looked into logs --> it is pistache that is not building due to a xenial default cmake version being too old for new commits

I used the last pistache commit that is not using this new cmakefile version.
