NR_UE: remove high_speed_flag channel estimation

Thomas Schlichter requested to merge nr_ue_remove_high_speed_flag into develop

This flag is always set to 1, furthermore with multiple DMRS symbols configuration very recent DMRS containing symbol shall be for channel estimation.
