gnb sa: improve security

NIA2 and NEA2 have been tested, both for SRBs and DRBs. It should work now.

There is a new section "security" added to the gnb configuration files. If not set, default is NIA2 and NEA0 and DRB no integrity. I think it should work for SA and NSA.

Note: some modifications have been done to the UE too, but for syntactic reasons. It may fail to work, not tested.

Also, NSA mode has been touched, but it should not be a problem. But not tested, so not sure.
