Fix initialBWP procedures

Roberto Louro Magueta requested to merge fix-initialBWP-procedures into develop

This branch fix several issues related to initialBWP, and makes gNB able to achieve the PDU Session on initialBWP. This branch is necessary for other procedures to be implemented in the future, for example, the RRC Reestablishment, where the spCellConfig is deleted, and the gNB has to return to the initialBWP.
