Implementation of multiple dedicated BWPs

• This branch implements the dedicated BWPs configuration, and the functions required for the BWP switching based on RRC method (except the BWP switch trigger).

• With the attached patch, a periodic BWP switching can be triggered for SA for tests purposes, between gNB and COTS UE, where it can be verified that the BWP switch is successful with the following command line for gNB:
