Avoid gNB to exit when UE release or becomes out of coverage. Steps to reproduce: 1 - Connect UE until it gets PDU Session 2 - Start some IP traffic (example: downlink iPerf) 3 - Set UE to airplane mode or move it to become out of coverage (while iPerf is running) 4 - gNB will exit (without the fix in this MR)
