enablement of statistics

Favero requested to merge stats into develop

NB: this is an incremental Merge Request related to ticket https://gitlab.eurecom.fr/favero/newcomer/-/issues/3

With this merge request the statistics will not be generated for gNB and UE nodes if the command line argument --disable-stats is present. We expect an improvement of speed and CPU usage on those two nodes due to this development .
