E1 procedure

Thomas Laurent requested to merge e1-implementation-wip into develop
  1. Support for E1 split in CU, but no e1 ue bearer release implemented
  2. Can connect to 1 CU-UP and 1 CU-CP.
  3. Documentation included.
  4. CI test with RFsim included
