Fix SDAP in RFSIM mode

Creation of a minimal PDU Layer, in nrUE so it can handle the PDU SESSION ESTABLISHMENT ACCEPT message and fix the User Plane for SDAP in RFSIM mode.

This message carries the QFI and PDU Session ID, which are necessary to avoid the hardcodings at PDCP layer.
